Yes it is, they have replacements for the P30 1 ton chassis, however, like you said they are hard to come by. Take a look at the pic... At some point in time the assembly was welded into place, making difficult (grinding) at best to remove the pivot assembly.

Here is the end result, works better than original!
Threaded machined brass bushing with a locking uut to ensure it does not back off
